On Wednesday (22 July 2026) Belle Isle Senior Action – BISA, formally known as Belle Isle Elderly Winter Aid – BIEWA, celebrated their 40th Anniversary Year.
The charity was the first to be formed in the city, and served as an experiment funded by Leeds City Council to support vulnerable older people living in the Belle Isle area through the harsh winter months.
With funding for a worker they were able to apply for funding to secure blankets and thermal curtains for older people, to help them keep warm in their homes. They are now open 5 days a week and have a 59 Centre for Older People at 59 Belle Isle Circus, LS10 3DU.
There is a different activity every day, and BISA welcomes new older people through our doors. We can also provide fully accessible transport to and from your door if you are a wheelchair user. We also have Day Trips and Events on a Wednesday. The Project was so successful that Leeds City Council set up a Neighbourhood Network for Older People in every postcode area of Leeds. Thanks to Leeds City Council we are second to none in the provision of locally based services for all Older People living in Leeds!

The Neighbourhood Networks in Leeds now serve 25,350 older people living throughout the city and provide over 700 activities!
