Plans for 247 homes on a former industrial site in South Leeds look set to be approved by the council.
Houses and flats are proposed for a vacant site on Clarence Road near the river Aire in Hunselt. Revised plans for the scheme, which includes commercial units, will be considered by a panel of councillors next week.
A planning report said the internal layout of one of the buildings, set to contain 62 homes, had been changed since planning permission was first approved. The developer had also reduced the number of affordable homes to be provided as part of the scheme, from 17 to 11.
The revised project is recommended for approval when Leeds City Council’s West Plans Panel meets on Thursday (11 June 2026). A report to the meeting said:
“Overall, the proposal would facilitate the delivery of 247 dwellings on a brownfield site in a sustainable location. The proposal is therefore recommended for approval.”
Planning documents show the full allocation of affordable homes was deemed not to be financially viable. Changes to one of the buildings would include a second staircase in response to updated fire safety regulations. The planning report said:
“The scheme remains as previously approved, comprising 247 dwellings and six commercial units, together with associated infrastructure and public realm.”
Redevelopment of the former aluminium works would be within the city’s Climate Innovation District, part of the Aire Valley regeneration area.
The plans panel is recommended to defer and delegate permission to the city’s chief planning officer.
Final approval would be subject to conditions, including financial contributions towards nearby transport improvements.
