
A permit scheme will be introduced in four car parks at a council-owned industrial estate in south Leeds.
Measures will be introduced to ease traffic congestion and prevent commuters parking at Croydon Street Industrial Estate in Holbeck. Permits will be needed to use Barkston House, Croydon Street, Barkston House and Croydon House car parks, which have 160 spaces between them.
Leeds City Council received 19 objections to the proposal, raising fears that the scheme would penalise customers and visitors to the businesses. A council report said it was agreed that the scheme be amended to allow for a one-hour waiting time at the estate. It said:
“This will allow visitors and customers to park without a permit and addresses the objections.”
The report said the council hoped the scheme would make it easier to find tenants for the estate. It said:
“The introduction of an enforceable restriction will deter parking from commuters, reduce congestion and enable the council to fulfil the terms of the lease.
“Reliable parking capacity should make the units more attractive to lease.”
The report said the scheme was expected to be implemented in around two months’ time.

People are often concerned that the Council aren’t willing to listen and compromise, and that criticism isn’t unfair – but the development of this scheme offered a really good example of dialogue between council staff, and us councillors, and people right there on the ground, to find a sensible solution that ticks all the boxes.
