Council to sell land in Riverside for affordable housing

Leeds City Council is selling a plot of land at Clarence Road, near Leeds Dock in the Riverside area of Hunslet, to Homes England for affordable housing it has been revealed in a report published yesterday (26 March 2025).

The site sits between Leeds Museum’s Discovery Centre on Carlisle Road and Citu’s The Place development off Clarence Road and runs through to Sayner Lane.

The 3.43 acre site was declared surplus in 2018, but offers made to date did not satisfy the council’s best consideration obligations.

Homes England, the public body that funds affordable housing, will carry out “planning and visioning” work before selling the site on to a housing association for development.

The report states:

“On successful onward sale the sites will be developed out into residential units providing modern sustainable housing and new communities. This will support health and well-being outputs for Leeds residents offering them more affordable housing choice and will see dwellings built to modern standards of energy efficiency.”

The sale to Homes England is expected to complete before the end of this financial year.
